- gain the practical work experience needed to find a job and improve the professional knowledge and skills needed to get a job;

- overcome obstacles to finding or starting work.
Change of office or counsellor
People registered as unemployed have the right to change the office of the Estonian Unemployment Insurance Fund they go to for counselling.
Let your counsellor know if you want to start going to another office. They will help you agree on a new appointment at the office you have chosen, to ensure a smoother transition.
In addition, you can go straight to the office where you want to receive counselling in the future and submit a free-form application at the office’s information desk. This might cause a change in the initial appointment time at your previous office. We will contact you to confirm the time of your next counselling appointment.
If you want to keep receiving counselling in the same office but change your counsellor, you must submit a free-form application (“I want to change my counsellor”), where you describe the reasoning for the change. The application must be delivered in person or sent by e-mail to the office of the Estonian Unemployment Insurance Fund you have been receiving counselling at. For us to be able to find a suitable replacement, it is vital that you submit the application immediately after a counselling appointment or at least three workdays before the next scheduled counselling appointment. The Estonian Unemployment Insurance Fund will decide and let you know if your application to change your counsellor will be accepted
If you are registered as unemployed in one specific office, you always have the right to receive two labour market services from all of our offices: information on the labour market situation and job mediation (information on suitable vacancies).
