Employee and other person

The Unemployment Insurance Fund also organises labour market measures and other assistance to help you get and stay employed, including help for you:

  • finding job offers and suitable work,
  • developing the skills needed to find a job.

Old-age pensioners have the opportunity to take part in labour market training, internships and business start-up support.

As an employee, you can apply if you:

  • are currently working (employment contract, contract of obligations, public service);
  • are a business account holder;
  • you are a member of the board of directors, a liquidator, a member of the supervisory board, an auditor, an attorney, a general partner, etc., whether in a company or a non-profit organisation;
  • you are self-employed and registered as a self-employed person as the spouse or registered partner of a self-employed person engaged in business activities, regardless of whether the self-employment has been suspended or the seasonal activity has ended;
  • you are an independent public office holder;
  • you are a member of the Riigikogu, a member of the European Parliament, the President of the Republic, a member of the Government of the Republic, a judge, the Chancellor of Justice, the Auditor General, a national conciliator, the paid chairman or paid deputy chairman of the council of a local government unit, a paid member of a municipality or city government, including the mayor of a municipality or city, a sub-district mayor or district mayor.

You can apply as a non-employed person if you are not working and are not registered as unemployed and you apply to the Unemployment Insurance Fund for a labour market measure.
