Cooperation opportunities for rehabilitation cooperation partners
A work-related rehabilitation cooperation partner of the Estonian Unemployment Insurance Fund can be a legal person who is ready to offer work-related rehabilitation to clients of the Unemployment Insurance Fund and who meets the conditions listed in the principles of cooperation in work-related rehabilitation of the Unemployment Insurance Fund and who has submitted a digitally signed formal application to rehabilitatsioon@tootukassa.ee.

The following conditions must be met in order to provide work-related rehabilitation:
- Your company must have a licence for providing rehabilitation services. Further information regarding the application can be found at eesti.ee. Licences are issued by the Social Insurance Board.
- Your company must have the technical capacity to exchange data related to service provision through the data exchange layer X-tee.
- The price list of services must be published on your company’s website. Examples can be found on the Unemployment Insurance Fund website. It’s important that the list of services includes all the services specified in Annex I of Regulation No. 66 of the Minister of Social Protection. The only service not included in work-related rehabilitation is The evaluation of rehabilitation needs and rehabilitation planning (code 1001).
The Estonian Unemployment Insurance Fund accepts cooperation applications twice a year, in January and in August. The Management Board of the Estonian Unemployment Insurance Fund makes a decision, whether to add the service provider to the list of service providers or to not begin the cooperation within 30 workdays from receiving the proper application, and the service provider will be notified by e-mail.
Be sure to familiarise yourself with the principles of cooperation for the service. The document describes the organisation of the service provision and expectations regarding the content of the service.
Based on the principles of cooperation in work-related rehabilitation, the Unemployment Insurance Fund does not order work-related rehabilitation services from any specific service provider. An Unemployment Insurance Fund client can choose a suitable service provider from the Unemployment Insurance Fund’s work-related rehabilitation partners.
