Cooperation opportunities for trainers
You can become a training partner to the Estonian Unemployment Insurance Fund by participating in public procurements for labour market training and by qualifying as a training card partner.

Qualifying as a training card partner as of 20 November 2023
The Estonian Unemployment Insurance Fund has opened a call for applications for trainers wishing to cooperate by becoming a training card partner. Trainers meeting the qualification criteria have been able to submit an application to become a partner as of 20 November 2023.
Before submitting your application, be sure to familiarise yourself with the documents required for cooperation:

- Training card cooperation principles as of January 2024
- Funded study programme groups and curricula as of January 2024
- Application form
Signed and authorised applications should be e-mailed to koolituskaart.kvalifitseerimine@tootukassa.ee or posted to the Estonian Unemployment Insurance Fund, Lasnamäe 2, 11412 Tallinn. The Unemployment Insurance Fund will inform the contact indicated on the application of the results via e-mail. Trainers will be confirmed as partners on an ongoing basis starting from January 2024.

Trainers interested in cooperation are advised to consult the guidelines, which will help to clarify the Adult Training Act and the Continuing Education Standard and provide practical guidance on how to comply with legislation in the field of continuing vocational training.

Becoming a partner via a public procurement
You can familiarise yourself with the procurement plan of the Unemployment Insurance Fund here: Procurements. The planning of labour market training procurements is based on the need for labour in the region. Any procurement included in the plan is only launched if the training remains necessary.
Public procurements organised by the Unemployment Insurance Fund are published here: Public Procurement Register. We recommend that you set up information request notifications in the register if you wish to be informed of labour market training being procured by the Estonian Unemployment Insurance Fund. Useful information for trainers
- On 1 September 2019, the Adult Training Act and the Continuing Education Standard established by it came into force.
Both the act and standard can be interpreted with the help of guidelines produced by the Ministry of Education and Research. - The classification of the fields of study for continuing education and training is based on an annex to the Standard for Continuing Education (‘Continuing Education Fields of Study’), which is based on the International Standard Classification of Education: Fields of Education and Training (ISCED-F 2013).
The publication ‘International Standard Classification of Education’ describes the content of all fields of the study groups in the ISCED Classification of Education: Fields of Education and Training 2013 (ISCED-F 2013). - The Ministry of Education and Research has produced guidelines: Curriculum development guidelines for continuing training. These guidelines are in line with the Adult Education Act and the accompanying Standard for Continuing Education.
