For young people
A registered unemployed person is someone who is not working, is registered with the Estonian Unemployment Insurance Fund, and is looking for a job.
As a minor, the consent of a guardian or parent/legal representative is required to register as unemployed and to receive job-search support services.

The Estonian Unemployment Insurance Fund is one of the institutions implementing the National Youth Guarantee Action Plan, which aims to ensure that young people who become unemployed or leave school can return to work, continue their education or otherwise be actively involved in society as soon as possible.
- Service ‘My First Job’
For young people with little work experience, the ‘My First Job’ service is an excellent way to gain experience and find a stable job. We support the recruitment of young people with little work experience by reimbursing the employer up to 50% of the young person’s wage costs in the first year of employment (half the duration of the contract in the event of a fixed-term contract, but no more than 1 year) and the cost of in-service training within two years of taking up the job (within the duration of the employment contract in the event of a fixed-term contract, but no more than 2 years). - Minors’ employment subsidy
Employers who offer work to young people aged 13–16 can apply to the Estonian Unemployment Insurance Fund for minors’ employment subsidy. The purpose of this subsidy is to increase work opportunities for minors and to encourage the development of work habits and expand their work experience.
This subsidy is paid to employers during the first quarter of a year for the previous calendar year retrospectively. The subsidy is paid if the employer has paid a total of at least 1,000 euros in gross wages to employees aged 13–16 during the previous calendar year. The amount of the subsidy is calculated at 30% of the gross wages of each employee aged 13–16 in the previous calendar year. Read more at: minor’s employment subsidy.
- Career services
The career services include career information mediation and career counselling. The main aim of career services is to support people in making informed choices about education and working life. You can meet with a career specialist personally or in a group with others.
If you want to get personalised support for career development, career planning, getting to know yourself, preparing for an interview or information about learning or job opportunities, a personalised career service will be the answer.
Group services are for you if, in addition to the support and information provided by a career specialist, you want to hear other people’s experiences and discuss possible solutions with them.
